what software do you suggest for playing ADP files (or other gamecube music format) and for converting them to WAV (uncompressed best format available, imho)?

You can use vgmstream.

It also includes a Winamp plugin for listening/converting entire libraries of audio files. Just be sure to put the required .dll files into the Winamp directory.

No. I think you need libvorbis and libogg.
