PHPBB2 Critical error

I go to my site 204.213.192.60 or technotigers.no-ip.org then to my forum directory and go to the install forum page after i enter the info that i believe is correct i go to a gray screen and it says PHPBB2 critical error: cannot connect to database. im running WAMP to host it and bullet proof FTP server with the NOIP DUC. Oh and this is my returning post to NGEMU it has been a long time since i last posted
