Yes, this worries me, but I think we need to realize that the Pentagon is pretty much a militaristic faction -- not the government nor the policy maker of the US. It doesn't surprise me that they would come up with a military solution. I doubt this policy will pass in Congress, though.

It's called nuclear deterence, the fear that launching a nuclear weapon will cause someone else to launch thiers causing the complete destruction of both countries

But that only lasts until someone does launch a nuclear attack, which becomes increasingly probable as long as countries maintain nuclear weapons.

True, but we came pretty close to a nuclear war (remember the Cuban missile crisis?)
