I wonder, which is better in term of speed, playability, performance, graphics or compatibility..... XP or Vista? I remember RPGWizard already written about CPU matters and GPU matters. But, how about OS? XP with it's directx9 or Vista with it's Directx10? Which one is better?

Vista allows you the use of Dx10, only if you have Dx10 hardware.
However the biggest performance factor is related to the speed of the CPU.

DX10 compared to DX9 has some architecture changes that move work off the cpu and place it on the cpu. The amounts are small and usually don't amount to that much but it can have a small positive factor on performance if your gpu is powerful enough.

You'd probably see a few frame improvement if your video card were at least a 8800GT. The card needs to be powerful enough that it can handle some additional workload without becoming the bottleneck, thus a 8400gs would see decreased performance if running gsdx in dx10 mode.
