Its been a while since ive played PSX emulators, but im facing the problem on the video:
My PC is i7 7700k RX580 8gb 16gb ram
Windows 10 1903
amd driver 19.10.1

If i run the game on ANY OGL plugin it will be slow as hell, if i switch to D3d or Software driver, runs smooth, is it OK? I thought i have enough Hardware to run it on OGL.

The best quality are on OGL with shaders, any way around it?

so the video plugin you are using is very old. and it has emulation failures that cannot be corrected by increasing processing power. there is nothing wrong with your hardware. the problem is software.

as you have powerful hardware and should be looking for high quality emulation with high graphics enhancement your only option is to use RetroArch frontend and Beetle PSX or Beetle PSX HW cores.

if you don't want high image enhancement ePSXe with Core GPU, Mednafen or XEBRA are capable of the task.

então, o plugin de vídeo que está usando é muito antigo. e ele possuí falhas de emulação que NÃO podem ser corrigidas através do aumento de potência. não há nada de errado com o seu hardware. o problema é software.

como você tem hardware potente e deve estar procurando alta qualidade de emulação com alta melhoria gráfica a sua única opção é usar o Frontend RetroArch e os Núcleos Beetle PSX ou Beetle PSX HW.

caso não queira alta melhoria de imagem ePSXe com GPU Core, Mednafen e XEBRA são capazes da tarefa.

Ok I call a bit of bollocks there, you can get high image enchacments with ePSXe 2.0.5 and it's OpenGL2 plugin which is just a modified Pete's PSX OpenGL2 2.09 and it run's perfectly maxed out in 4K on my old i3 with Geforce 750.
Only issue i see in the configuration is VRAM set to auto, that setting is glitched, write "1024" in it.
It may help.

Autodetect has been broken on ATI/AMD cards for a very long time.

Tried RetroArch and yes it solved the problem, i can play there without any problem.

It doesn´t fix the problem on ePSXe only D3D or software video plugin, unfortunately.

Tried 1024 or 512 and still the same problem.

Try change render mode to another one, for example with my hardware its better with 2.framebuffer object
