Yeah the reason it looks bad is because it's actually running at a somewhat low resolution. The plugin renders to a texture at a set internal resolution in order more closely simulate the PSX frame buffer and then more or less just stretches that texture to fit the screen.

So while you migh have the plugin screen resolution set to 1024x768, the game might only effectively be displaying at 640x480.

Without getting too technical the problem is related to the max texture size on ATI cards which is only 2048x2048 on any card except the new X1X00 series, while nVidia's max has been 4096x4096 for some years now.

For a lot of 3D games, the OGL1.76 plugin yields better image quality because it actually renders at the set resolution and you can use AA. But of course it has less compatibility and framebuffer effects don't work properly.
