ntsc games on french playstation 2 ?

As i live in New Caledonia (a French territory in the Pacific), all games are in French (i usually prefer english translation) and almost all games are out a lot later than in the US.
So here's my question : is it possible to play ntsc games on european ps2 (and at full framerate) ? I've read somewhere that it's not an issue cause the ps2 is pal/ntsc, but i prefer ask before buying my ps2 here...
