ePSXecutor... that's the culprit right there.
Make sure you have MDECs enabled in ePSXEcutor.... when you create a configuration with ePSXecutor, it defaults to no MDECs... unfortunately, as a side effect, when you run ePSXe directly, it defaults to that too.
