I really would update the drivers to the latest if i where you 
(or the 9.7 beta ones).
With my Saphire 3650 i dont have a problem with lower res, though a possible problem may be that when going lower res the refresh rate goes to low in that game (experienced it with some game i forgot which exactly). Try to lock refresh rate to 60Hz for those resolutions (in catalyst or ATi tray tools whatever you use).
