Incorrect. Do some research and you'll eventually find methods of dumping (backing up) ROMs from cartridges to your PC that involve flashcards, Wi-Fi,...but then how are you going to play GBA or DS cartridges on a ****ing computer? Obviously you would have to download the games as well.
If there weren't such methods for GBA/DS games, there wouldn't be ROMs anywhere for them at all.
Besides, at Emuforums, it doesn't matter whether you agree with conventions/laws or not, so it's better not to keep on talking about piracy... Emulators are legal as long as they don't contain copyrighted stuff bundled in them, and using them remains legal as long as the user doesn't enter into illegality (ie. by downloading games illegally (it depends on countries)).
