Try to not use spaces in the folder and skin names.
Also, when not sure about whether they are enough, use the full paths (eg. C:\No$GBA\Skins\Naruto)

OK got rid of the spaces and added in the full paths and managed to get 2 white blocks where the screens should be but nothing else....

Surely the name you declare and then then name you give to the process to assign the skin have to be the same?
Also try and avoid special characters like the the $ from no$gba.

Also what program are you using for these skins? you should explain that because myZoom and NOZ handle skins differently, just saying "the INI" means nothing as no$gba has one and has no skin support, myZoom has one, NOZ has one..some other apps have one...you need to be more specific.

myZoom can already very easily load another skin by the way.

I fail to see exactly what you're trying to achieve...

Well for one you skin count is too high, you have 4 skins, not 11.

Remove all dashes and other extra spaces from skin names.

Don't capitalise things which don't have capitals, getting lowercase and uppercase right might be crucial.

Rename all the skin files and put them all in the same folder (rather than numerous different ones).

Also the directory where you have NOZ is meant to act as your home directory.

Make sure that the skincalling function and the name you assign are the same, for instance in the first one you have Name1=Naruto White but you call the funtion [Naruto_Skin]

None of these things is neccessarily incorrect with they way you're doing it but they are all things you can try to troubleshoot.
