Not to bust your bubble or anything, but I don't think this is that great of an idea. If you had suggested this back in, say 1998, it would have been a great idea. Back then, the emulation scene was flurishing with all kinds of different emulators coming out and being worked on (psx, n64, competition between zsnes and snes9x, etc). But now, emulation is pretty much dead save for a few next-gen emulators that won't even be feasible until several years from now. Sure, zophar's domain still has daily emulation news, but it's usually nothing that exciting (an update to mame or its variants, a translation, etc).
Now I don't mean to discourage you or anything. If you wanted to place more of an emphasis on pc hardware or gaming in general, I'm sure you would have more than enough material for an E-Newsletter.
