My game is too fast paced!

I'm playing Chrono Cross and I noticed something wierd.

The text message scrolls too fast, my walking speed is too fast, my running speed is too fast.

I think the game is running at 2x the normal speed... is there anyway I can make it slower to normal?

Limit the frames to 60 or 50 depending on the version of ur game (PAL / NTSC)

Ugh can you tell me where/how to configure this? My game version is NTSC I think
