Does anybody know any better software for this application? Preferrably from AVI to MPG/MPEG. I used FlaskMPEG, but that takes forever to encode a 40 megabyte file, approximately 3 hours on my computer.

I'm trying to burn VCD's, but they need to be MPEG encoded, so that's why I'm asking. Any help would be nice, thanks

I suggest mainconcept mpeg ecoder. It allows you to encode mpeg1's or mpeg2's for dvd, vcd, and svcd use. My only complaint is that it sometimes doesn't recognize the audio format of the source files and is not able to convert the audio. BTW, it's much faster than tmpgenc.
