Yes. You need to buy specific hardware to play MP3s on a PSX.

There is special hardware (like this one: http://www.electronic-devices.com/psx_mp3_card.htm )
But wasn't there at some point a japanese boot cd that allowed the PSX to play cd-roms with mp3s on them?

Now if I could only find the adress again...
