In regards to MDEC speed

Software rendering is what gives the fastest MDEC speed.
I have a K6-2/500 and I get around 40-60fps with Pete's Soft plugin. However if I use Direct3D (my video card, a Trident 3DImàge 975, emulates the Direct3D support up to 5.0, that's why it's only good for testing) I get no more than 4fps. With that powerhouse (P4/1.5GHz) you should get constant 60fps with software rendering.

I think your card can render in 32bit, maybe slow (not sure), but you don't need to sacrifice so much visual quality for speed...
Change the pixel format from R4G4B4A4 to R8G8B8A8 and change your resolution to 32bit too. Who knows? It may fix your problem too. And how about your drivers? Make sure they're up-to-date.

I don't know if you're running the game from an ISO, but if not, try using Pete's CDR driver. I got much better fps on MDECs after I started using this driver.

Hmmm, that's an idea. Although it would be recomended to everyone, you can make an ISO of the CD and play from there. Maybe your cdrom drive doesn't like PSX cds, although it can read them, it don't read fast enough. Well, just a guess though.
