You can get PEOpS Soft from Pete's site.

If you're using ePSXe v1.7.0, it already comes with PEOpS as "secondary".
Press F7 while ingame, and it will switch to it.

I tried doing this and I saw no difference nor did it do anything to indicate it switched to peops plugin,I realize it is there I configured and everything but I cant get it to work properly. When I put the skip frame on I get the speeds I need to play at the right speed but It does not stay at the right fps it bounces from 60 to 34 otherwise Im lucky to get 35 fps without frame skipping on usually it stays at 24 and runs really slow. These are my softcore plugin settings.
