well ive been trying to connect with someone so we can play 2 player the legend of zelda the four sowrds.but whenever we see the GBAs on the screen it never starts to play.is the problem we live far away(cause i live in IL and he lives in CA)or something else?

unless your internet connections are really crappy, there shouldn't be any noticable difference between internet gaming with someone in the same state vs. a different state. Going overseas can have performance issues, but definitely not within your own country.
