I think their point was to say that by play Japanese games, that yes, any region disc will work, but not any better than whatever region you are already using. All games from all regions get the same results. And there's still the chance that they game may not do anything, and that doesn't necessarily mean it's not working because it's Japanese, it merely means that that particular game just doesn't work now. Some Japanese games show something, some don't. The International version of Final Fantasy X (bositman will be glad that I mentioned THAT particular game :p ) does show about as much as the US version of the game. Whereas, my copies of Enthusia Professional racing doesn't show anything for either the US of Japanese versions. It's all still sketchy, no matter what country code it is. All you can really do is give it a shot.

What does that mean?
I'm not sure if that error message uses the same acronyms that wWindows does, but if it stands for what I think it does, then that means your disc may be dirty, as CRC as a general error stands for: "Cyclic Redundancy Check" error (meaning it can't read the disc). I'm not sure if that's the case here, but a good way to find out is to try and rip an iso image of it. If your pc can rip it entirely, then I may be wrong on the error code's meaning. Also, I'm not sure if a patch for a game will work for all regions/versions of that game. Sorry I couldn't be of more help.

AFAIK, This error message doesn't mean u cannot run the game. A patch is used to skip movies in which pcsx2 is likely to freeze, and of course to help you get faster ingame (without waiting hours to the 1min movie at 0.5fps....).
My advice - ignore it and see where you can get.
