No. The sound files by and large are... hard coded I suppose is the best description. You might be able to do it if the game uses XA/CDDA audio like Cool Boarders 2 or Soul Blade, but I'd doubt it.
Aren't there psx file explorer's, builders and extractors? I've always wanted to do that, to FF games especially, but in the end, I don't think it's possible. For FF7-8 PC you can edit a lot though (script, sfx, music), but don't think that's much help.
well you probably could do it if you hacked the game and had extensive knowledge of PSX game programming...but really, would you go through all that work?
