Ceasing to use the account in question is the more commonly accepted way.
(there is no actual need to delete accounts. The loss is irremediable, and features no real benefit over just ceasing to use the account).

If you were seeking to use another username/reregister, that can be requested from an active forum admin.

It can happen.
More generally, individual posts appear as being posted by the same member but just without a browsable profile.
Deleting accounts in such case wouldnt (by default) make posts dissapear, hence furhter why deleting accounts wouldnt serve pragmatic purpose (while ceasing to use the account or renaming it would).
