uh, there is one, but it's for the snes version though. why not try that? the patch can be found at DeJap Translations

There's a translation being worked on for the PSX version. Don't know how far they are, thought. Also, I don't remember the URL for their web page, but you'll probably find it at Whirlpool.

BTW, the PSX version runs just fine in ePSXe.
