Is it allowed to "bump" a topic if...

in my experience there is very little reason to "bump" a thread....you could, for example, double post in the Screenshots forum if you're adding new screenshots. no one will see your posts if you edit it to an existing post.

ah yes that's one thing i had failed to mention. make sure it's later! some people will add info to a thread like "oh ok i fixed it" or something in PSX discussion....when i havent even read the thread for the first time (meaning that it was too short of a time where no one would notice the fact that it's edited). i hope that made sense.
