I Can't play the game it just starts the cd-rom is reading but nothing,black screen. Do I have to download something to play FF9 PAL? I heard that it is playable now from psxemulators. Before only US ver worked.

You mean version 1.4, right? Well, try to disable CDrom status. Usually works on blank screens.

You need a patch that you can get here I believe:

yup, you need a patch to make FF9 Pal works on ePSXe 1.40

Basicly, you need a PPF patch in order for FF9 PAL to work correctly. Keep in mind though, that there aren't patches for every region yet ... you don't need to copy the CD with the patch though, Pete's CD plugin comes with an option to apply these on-the-fly.
