1st one is at 2,66GHz dual core, 1GB ram, new graphic card (desktop)
2nd is at 2,16 GHz dual core, 3GB ram, built in graphic card (laptop)

Games work a lot better on my laptop (I compared castlevania games and new super mario bros)

Should I safely assume that with emulators, RAM is more important than the GHz?

no. memory speed, is more important then memory size (though the more the better)

what are the cpu's in each system?

ok, well i can tell you the reason.

the emachine uses the Pentium D, which is a dual core version of the Pentium 4 based on the netburst architecture, it really isn't that great.

The Laptop however.
Intel Dual Core T3400 2.16GHz, uses the Core/Core 2 architecture which out performs the P4's netburst arch at lower speeds.

Yeah the processor in the laptop may have a lower clock but it's far more efficient than the processor in the desktop.
