I have a gamepad which is named Logitech dual action

Have vista 64 bit

I downloaded NullDC Naomi edition 1.0.3

When I'm trying to change the buttons with my gamepad, nothing happens, why?

Version 1.0.3 doesn't support gamepads. You'll need to use Joy2Key or XPadder.

i downloaded Resident_Evil_2_PAL_DC-ALPAX, its two cdi files, how do i open the game with nulldc?

The second disc may be accessed with the switch disc function, found under Options->GDROM(provided the two disc are like that - I'm pretty sure each disc is independent for RE2). On a side note, the proper term is "dumped" - "downloaded" implies you got it off of the internet instead of your DC, are therefore a pirate and therefore are in breach of the rules.
