Yeah, but Microsoft might see some business case in adding Xbox1 emulation to their own Virtual PC product. I mean, they build the original machine, developed an emulator for it that runs on the Xbox 360, so the effort involved would be relatively minimal, as all the experience and code is already available.XQUEMU is proof of concept for an open source VM. For closed source VMs and/or VMs that are owned by major corporations there's no chance in hell due to legal issues, not to mention that it's not within their business plan to implement such functionality.
I wouldn't be surprised if some people inside microsoft already pondered this possibility, but management/marketing decided against it.
