Is it a PAL version?
If so you have to make a patched backup copy to run it on ePSXe or you can also make an ISO of the game and patch it.

Is it the UK PAL version by any chance? If it is, that version does not work on any emulator at all at this time. ISOs don't work either because there are no patches for this version. The reason it won't work is because of the intense copy protection that was put on it. If this is the version you have, better get a PSX or PS2 to play it on. Sorry.
sincerely,

1. Get CDRWin from http://www.goldenhawk.com/
2. Get Pal4U and the PPF patch from http://www.megagames.com/
3. Make a Cuesheet/BIN Image of your 4 ff9 discs using CDRWin
4. Apply the PPF patch to the Cue/BIN images using Pal4U
5. Burn the BIN images again using CDRWin, or use Daemon Tools if you don't have a burner. Get DT at http://www.daemon-tools.com/

NOTE: The procedure is the same for FF9 pal German, French and Spanish (each language has a different PPF patch).

There aren't PPF patches for other FF9 pal (UK, Italian, Australian, etc)

To apply the patch you need this tool:
http://www.megagames.com/psx/files/pdx-ppf2.zip
and CR-RWIN:
www.goldenhawk.com
Then with CDRWIN copy your CD(extract disc/track sectors),then with PPF-o-matic,select the ISO and the patch corresponding to the CD(one per CD),then you just have to push apply,it will tell you if the patching was succesfull.
Then either you burn the disc or play directly from the ISO.
