help on buying a LCD monitor with tv tuner

I'm looking for an LCD monitor some time now cuz my 17" CRT is doing really weird

today I saw a Samsung LCD monitor with TV-tuner in it, which would be perfect cuz I have a really old television and it doesn't play nstc games (flickering)

so I could hook up my dreamcast to it too


but I need some help, Samsung has a few different types and I don't know which is the best (for gaming and such)
some peeps say that you need a low response time (<16ms), but I want DVI and those with DVI are 25ms

so I wanna ask, does it really matter that it has 25ms? some peeps say that with DVI it's a difference but I know nothing about it

anyone can help?
