This is in no way helpful at all. We need the make and model of your video card.

Aside from that, have you tried going into the graphics configuration and set the DX mode to DX10 Hardware?

The reason is simple: your video card doesn't support DX10. You need a card from nVidia's 8xxx series at least to play in DX10, as well as Vista or Windows 7.

EDIT: or at least an ATI 2xxx series...

It would help, yes. Your video card could be holding you back as well. Really it depends on the game.
