Most likely it's just your computer being weak.
There's not much you can do to get the emulator to run much better.

2.11 ghz 900mb ram windows sp3 so ill just assume my computer sucks xD

It's pretty much the minimal stable rate. Castlevania also has a tendency to have much going on in one room, which can clutter even better PCs.
