i am getting 45 fps on the wwe 2009 game and the game runs very slow why is that? 45 is a high number

If you're using hacks they sometimes gives you false reading on the FPS

in addition, normal speed is 50/60 fps depending on the version of the game (PAL/NSTC)

that is not always true, some games are locked at 30 fps, one such game to easily see this in is final fantasy xi, its locked to go no higher than 30 fps, and in fact if you try to hack it to go past that you will risk being flagged as cheating.
