hi, I just recently bought an MSI Geforce 6800 (NX6800-TD128), and I'm having problems with it

when the comp boots I get some green squares everywhere, and when I get to the bios or let windows load I get some vertical slashed lines all around, same thing when windows fully loads

here are my system specs:
AMD 64 3200+
1 GB Kingston DDR
ASUS K8V Motherboard
MSI Geforce 6800 128mb - NX6800-TD128

and here are some pics to show the problem

if I use no graphics driver windows loads with the dashed lines (on yellow and red colors), but if I install the latest nVidia drivers I get an IRQ NOT LESS EQUAL when windows is loading

That looks almost identical to what my two Leadtek 6800GT's did. I ended up having to switch to BFG to get a working card. I got a BSOD when installing the drivers with the Leadtek cards, saying the same message as you got. I would definitely get in contact with MSI as soon as possible so that you don't have problems with returning the card if need be.

the guy replied, telling me the terms of the sale were "no refunds" but that the card did work perfectly on his system
he told me I can contact MSI though which is what I will do now

You could report him to EBay’s fraud department. If he said the item was in working condition in the ad then he is technically responsible (unless otherwise stated) With them you “may” be able to get your money back from him (the department could issue a fraud charge). Also, it could be mother board incompatibility. I just helped a friend replace an Intel SiS board because it was incompatible with his 6600gt OC.
