Hi when i play games on expse the fps drops then continues playing but it does in random places can anyone help me to play the emulator with no fps drops thanks. I have a
NVIDIA GeForce GTX 960 24gb and an Intel® Core™ i5-8400 CPU @ 2.80GHz

The best solution is to stop using ePSXe and switch to Duckstation.
ePSXe is way outdated and not fully compatible with windows 8/10/11 troubleshooting these stutters would be difficult.
It's much simpler if you switch as Duckstation is much newer and overall better.

I got all green check marks, so it must be something on your end that you got a corrupted copy.

i still get stutters checked compatibility all green marks so why is it doing it should i just leave settings on default but change memory card settings and controller settings

Could you record these stutters? Preferably in window mode.
Here's a few things to test out.
Enable preload to ram in console settings and test to see if it helps.
Disable vsync in display settings and test to see if that helps.
In advance tab enable "Turn off all enhancements"" and test to see if it helps.

Stutters are really hard to troubleshoot as there are many reasons why they can happen, some of which don't have anything to do with the emulator, could be your HDD another program like AntiVirus interfering with the emulator.
Lastly update Duckstain to the latest build not preview, current preview build has few bugs that need to be fixed.
