Ever since I've been trying to play it on ePSXe it's been skippy. Running around in the game is fine but all in-game cut scenes are skip city

I've never played MGS very much, but I've also noticed some stop-and-go in the cut scenes. While the scene pauses, the cdrom drive seems to be very busy. So my advice: try to make an ISO from the game. Maybe it will help (I didn't try it, though).
