My guess is that for unknown reasons the gpu is unable to switch the display resolution. basically I'd try 3 things
1: reinstall DirectX
2: reinstall graphics Drivers
3. Change the size of your desktop to the same as in the plugin, eg if you play psx games at 800*600*32 then change your desktop settings to 800*600*32.
