That is only for USA and Canada citizens , but it's a beta anyway . And AFAIK PCSX coders are not from any of those countries.

BTW, is this should be posted on PS2 Emulation forums?

It's a beta and it's by M$oft... I'm not so sure that it's such a great deal after all.

And gunrave, this won't speed up the PCSX2 team's work, nor will anything that you try to do. Just wait it out.

Well they are searching for this beta,since it will make their work in the x64 version of PCSX2 easier...but since noone lives in US/Canada this doesnt help much

I ordered it, since I live in NY, I'd say I qualify. If the devs want a copy, how should I send it? By CD through mail, or FTP an image of the disc? I hope that I can help, if this is what they're looking for.

Either that or send it to them through mail. I also ordered it since I'm in Texas and its free for me.
