All PS2 games support 480i or 576i (depends on the region)
Some PS2 games support Progressive scan, therefore 480p and 576p.
Very few games (e.g. GT4) support higher resolutions, but the PS2 itself is capable of outputting up to 1080i.

Edit:The PS2 GPU internally uses 256x224 to 1280x1024.

If the internal resolution is different from the output resolution, I think the screen is stretched.
So, if you force a PAL game to output to NTSC, the internal resolution stays the same, so you are stretching the image.

Edit: If I remember correctly, if you force the output to something different from 480 or 576 the PS2 doesn't stretch, and since some games uses a higher resolution and relay on stretching to make the game look correct, you will get black borders and distorted output.

No TVs support these resolutions, so the PS2 would stretch the output to a normal NTSC/PAL resolution
