Everything ticked off in CPU settings, Speed hacks: 2x Cycle, INTC, IOP enabled.

Is it supposed to be running so slow? Only 25-30? When there's no one around at all except the character, then it might speed up to like 47 or so, but I thought this game ran at max speed?

enery thing ticked OFF?
enable everything in CPU config.
Also enable all the speed hacks
Enable NATIVE option in cpu config.

Yes everything is ticked off in CPU config(everything is enabled), I tried with all speed hacks enabled, same thing...

As for overclocking...Would that make a diff? When it goes at 30 fps, it says only like 40% of the cpu is used as is...

Overclocking does give a significant boost for many people who are comfortable with running higher clocks. If you do increase your CPU to 2.5-3ghz you can possibly see a further 5,10 frames or more in speed.

Overclocking just a little my Q6600 from 3.4 GHz (already overclocked) to 3.6 GHz made Fate Unlimited Codes (Fate/stay night 3D fighting game) jump from 48 to 55 FPS. :innocent:

Something's not right with your config, your rig is far better than mine, i have a x2 4400+ @2.8 and a 9600 gt, and i got around 50 -60 fps in ffX :???:.
