The game runs well buy i get lag in the battle and when i'm moving on the world map.
All the others games run very well with same settings

Any solution?

Are you using cheats? Mostly infinite HP cheats cause issues. What are your settings?

no, i'm not using any cheets

Disable Plugin Subpixel Precision, it is good to have on but it is heavy on hardware as it tries to fix the flickering the PS1 games do. For FF9 the flickering is not bad as it was made late in PS1 life.

I should have checked your phone specs, it is too low end, the processor is not powerful enough for this

Are you sure? I don't think It s because the processor ( snapdragon 720g). I can play PSP games at full Speed with 3x resolution ( God of war too). I can play all games on epsxe 4x resolution at full Speed. The problem Is only with this game on epsxe.

Disable HW/SOFTMULTITHREADING, it's an experimental feature that does more harm than good.
Set DMA Chain to all games.

As for ePSXe it's not a compatibility issue, iv'e played and beaten FF9 on much weaker Android devices.
