FFVII squashed menu

The pause menu (including the load menu when booting the game) is squashed vertically so it looks like it's stretched widescreen. My card is set to scale with fixed aspect ratio so there are black bars at the sides of the screen. These are still there both on the field in the menu but there's an additional black bar at the top, so it's squashed, not stretched.
Using P.E.OpS OGL 1.78
