Well, the simple way of explaining is: the background is composed by sprites, while the characters are 3D. You can make the background look better by setting bilinear filtering to Enabled, but you'll see some failures, since the sprites were not made for bilinear filtering. FSAA also helps a lot.

What Zephon says is mostly right, but I'd say forget Bilinear Filtering altogether - it's just not any good on backgrounds. Just go with 4xFSAA, and make sure you're running a resolution that's a multiple of the original PSX resolution, which 640x480 is.

Enable 2xFSAA in your 3dfx voodoo tools.. This should help a little with the pixelated backgrounds.. But the best is 4xFSAA which sorely the voodoo 4 can't do.. Only the voodoo 5 can do 4xFSAA in vooodoo cards..

Here is a shot of some 2d background with 4xFSAA enabled using a voodoo 5 5500 agp, 640x480 resolution, filteriing without sprites...

short answer
set
Bilinear Filtering | Enabled w/o Sprites ]
to
Bilinear Filtering | Enabled w/ Sprites ]
but like others have said filtering on 2d is dodgy.

on a side note does a Geforce2 MX have FSAA, i think it does but im not sure.

I am having the same problem... but I don't have a Voodoo or a fsaa card. I use pete 's d3d plugin and I don't see a way to enable bilinear filtering. Is there anyway to make the backgrounds look decent?

Only if you're using standard or extended. Use standard w/o Sprites or extended w/o Sprites.

and also dont forget alpha multipass it helps also to reduce the thick black lines at the edges

geezz... that make no changes on the backgrounds...
because the background is sprite not polygons try scanlines i know its ugly but if you got a 14-15" monitor it should work

its like i said before, 2d filtering is dodgy, you either have it smooth with glitches or pixalated but clear.
ya, I got the point now. If I want good 2D I must have bad 3D graphic(with pete's soft) and vice versa...
