Well, I can see in your signature that you have a Radeon. Use it instead of the Voodoo2, cuz it's faster. Use Pete's OpenGL or Pete's D3D for it and check the documentation for help when configuring it.

About the slowdowns, it's because some effects that use Framebuffer is very intense for the computer and requires a lot of power from the cpu and the video card. Disabling those effects can give you some speed up, although you'll see no effects(fading, blur, and other things). I think your Radeon can handle those effects much better than the Voodoo2.

The menus and the dialogues make heavy use of 2d textures, which can bog down your texture memory. Since these textures need to be uploaded, downloaded uploaded every time they need to be changed, it causes slowdowns. No way around it, unless someone comes up with a way to compress the textures while in memory to speed up the time it takes. Even then, it will be noticeable. I have a Voodoo 5 5500 AGP using lewpy's plugin and _I_ notice slowdown.
