FF8 - Accelerated Cutscene/gameplay

everything in game is extremely fast. Cut scenes/battles/just random walking are all accelerated and would like to get the game back down to NORMAL speeds. I run everything off the ePSXe emulator just ISO'd all my old disc's and using PETE's OPENGL2 plugin fiddling with the settings i cant seem to get it to slow down the animation any suggestions?
