On slower processor based machines, Kane's settings don't usually work best (mainly, the framebuffer access he has reccomended to 4 will be too much for your CPU). Try these if his reccomendations don't work.

Plugin: Pete's OpenGL Driver 1.1.75 (OpenGL 2.6 is WAY too much for your video card)

- Frame skipping: off
- FPS limit: Auto

Compatibility:
- Offscreen drawing: 3
- Framebuffer texture: 2
- Framebuffer access: 0
- Alpha multipass: on
- Mask bit: off
- Advanced blending: on

Misc:
- Scanlines: off
- Line mode: off
- Unfiltered FB: off
- 15 bit FB: off
- Dithering: off
- Screen smoothing: off
- Screen cushion: off
- Game fixes: on [00000002] (Direct Framebuffer Update fix only)

If I remember correctly, on Kane's site, he mentions something of the Swirls on the world map being "slow" no matter what in OpenGL 1.7.5. Here's what I found on it.

Also, I noticed you said you updated the drivers a while back. With a GeForce2, perhaps you should use an older driver (something intended for the GeForce4 family maybe). The newer drivers only update the newer features for all the latest cards, so you would see no difference (it might actually cause problems). Also, are you running all this from the disc or an ISO? Your computer should be able to run it, but I'm thinking it's a driver issue.
