Hey, I'm fiddling around with ePSXe on a computer other than the one I usually use;

I use Pete's OGL2 on my normal computer, and I tried it with my usual settings and it was running really slow;

I'm willing to take some **** out of my normal computer and put it into this one, but do you think this slowness is more reliant on RAM or on my processor? Or worse, does it depend completely on my video card?

Unless the CPU is really underpowered, it's likely the video card. Pete's OpenGL 2, depending on the configuration of the plug-in, can be taxing on the video card.

use the D3d, OGL1, or software plugins instead. btw are you using an AMD dual core on this system?
