Hi, fyi I have the exact same problem. Machine = IBM Thinkpad T43p, Pentium M 2.26ghz, ATI FireGL V3200. Plugins:

Video: pec cheat plugin (no codes enabled) -> pete's opengl2 2.9
Window mode
Int X res = 1: high
Int Y res = 2: very high
Stretching = 0
Render = 2
Texture filtering = 6
Gfx card vram = 0
Hi-res textures = 2
Use pixel shader for psx texture window = CHECKED
Use fps limit = CHECKED
Auto-detect fps / frame skip limit = CHECKED
Off screen drawing = 2
Framebuffer effects = 3
Framebuffer upload = 2
Full screen filtering = CHECKED
Shader effects = CHECKED, set to 1: fullscreen smoothing
Shader level = 4
MDEC filter = CHECKED
Special game fixes = CHECKED -> 0x0002: ignore small framebuffer moves CHECKED

Sound = eternal spu 1.41:

DirectSound, buffer size 64
Spuasync / Smooth
Fine tune = 0
Reverb = Neill's
Update before accessing register = CHECKED
SPU IRQ wait CPU action = CHECKED
SPU IRQ - force int flag 7 = CHECKED

Cdrom = epsxe cdr wnt/w2k core 1.7.0:

Enable subchannel read = CHECKED

The following games all make it to the start menu in 1.7.0 successfully:

RE 1 original
RE 1 director's cut
RE 2 original (non-dual shock) both Leon & Claire discs

btw these exact plugin settings I use with no problems on RE2, RE1, FF7, FF8, and Xenogears all work perfectly. And RE3 works perfectly with these settings in epsxe 1.6.0.
