Emulator degeneration

Alright so I've had vba for quite awhile and its always run fine. I am currently running 1.7.2 on a vista computer. After 10 to 15 minutes the speed degenerates from 100% and just slowly lowers until stopping around 5% I've gone through all the cleanups to try and fix this and so far nothing is working. Does anyone know how to fix this?

its either speedstepping, or coolnquiet.
I don't understand what that means and is there a way to fix it?
It's a processor technology which automatically slows the processor down, to both stay cooler and use less energy when the system thinks it's idle/doesn't require it's full power.

What exactly is your processor? Is it a laptop?
It's a laptop Xps M1710. I've run vba on here before and never had this problem though.
How long have you had it?
Is it charging?
Is it running in power-saving mode?
Is it connected to a wall socket?

I don't think it is.
It is charging
and I try to keep it plugged in whenever using it if possible.
Is it any different when it's fully charged?
Customise the laptops power states so that when plugged in it runs at full speed with no speed states.
Alright I see how to change power state but i have no idea how to turn off speedstates. could you clarify that for me?
