I plan to OC mine to 3.0ghz, but still learning the howto´s.
And i think your problem isnt the MOBO itself, more like the chipset on it being bad (old).

I got a Pentium E2200 to 3.4Ghz easily with this board, damn fine priceverclocking/quality ratio with this mobo.

Not sure about the availability or pricing in your country though :/.

Ive got the same board? Mines a GA-G31M-S2L.
Theres many options in the BIOS, dont know where to start...
