Fully playable,only graphical bug is the messed up backgrounds ingame(which is a gsdx9 bug that appears in multiple games)
Just like the other 2 dragonball games,you only have a slight chance of successfully creating a new save game,since usually pcsx2 stays at the saving screen indefinitely while making cdreads.
